Should not display "Change Vote" after voting

the 0x Governor contract will revert with "GovernorVotingSimple: vote already cast" error. Therefore, this functionality should not be allowed for onchain governance votes. Not sure about offchain ones, as I think snapshot allows changing vote and I am not sure about ZEIP offchain votes

Hi gab, thank you for your feedback. We have removed the change vote button after a user votes for a proposal.

in this context, it seems the scope of the portal is limited to onchain governance votes, which makes sense as ZEIP votes will be moved onchain to the Protocol Governor. So probably the "change vote" functionality should not be displayed.
